Sheikh Fahd al-Yousef is the Deputy Prime Minister, Minister for Defense, and Acting Interior Minister in Kuwait City. He has issued a decree granting grace to expats who violate residency laws and regulations. This period runs from March 17 – June 17, 2024 as per MOI Kuwait , coinciding with the holy month of Ramadan, and the ascension to power of His Highness The Amir.
The decision is intended to maintain Kuwait’s humanitarian role and to facilitate compliance with residency rules. Those who cannot pay fines or rectify their status can leave designated ports without penalty and return under new procedures.
Violators who do not rectify their status in the grace period may face legal penalties including deportation. Individuals facing administrative or judicial barriers must also apply to the General Administration of Residence Affairs (GARA) for further assessment.
